Namibia and Qatar commit to strengthen collaboration in oil and gas

Namibia and Qatar have reaffirmed their commitment to strengthen cooperation in the oil and gas sector following bilateral talks between Prime Minister Tjitunga Elijah Ngurare and Qatar’s Minister of State for Energy Affairs, H.E. Saad bin Sherida Al Kaabi, held on the sidelines of the Second World Summit on Social Development in Doha.

The meeting focused on expanding QatarEnergy’s investment presence in Namibia as part of the government’s efforts to attract strategic and ethical partnerships to accelerate national development.

Prime Minister Ngurare said Namibia stands ready to collaborate with Qatar to ensure mutual growth and energy security.

“Namibia is committed to supporting all serious investors and doing everything ethically possible to make investing in Namibia seamless,” Ngurare said.

He added that the Namibian government’s eighth administration remains determined to translate resource wealth into tangible benefits for citizens.

“We must ensure that every investment is secure and contributes to our long-term development goals,” he said.

QatarEnergy already holds a significant presence in Namibia’s offshore exploration sector, with a 35.25% participating interest in Block 2913B and 33.025% in Block 2912, where TotalEnergies serves as the operator with a 45.25% stake in Block 2913B and 42.475% in Block 2912. The remaining partners include Impact Oil & Gas and the National Petroleum Corporation of Namibia (NAMCOR).

Discussions also highlighted Namibia’s focus on ensuring that oil sector investment aligns with broader national development priorities, including job creation, infrastructure growth, and youth empowerment.

“Our developmental path is built on unity in diversity, natural resource beneficiation, and youth empowerment for sustainable development,” said Ngurare.

He noted that Namibia is working to create a transparent and investor-friendly environment, supported by the establishment of a One-Stop Centre for investment facilitation to streamline processes and improve coordination across key sectors.

“The One-Stop Centre will make it easier for investors to access information and services from a single point of contact, regardless of who is in office,” he said.

Ngurare emphasised that partnerships in the oil sector must be guided by accountability and long-term national benefit.

“Our government welcomes investment that is transparent, ethical, and focused on improving the lives of all Namibians,” he said.

Both Namibia and Qatar expressed optimism that closer cooperation will strengthen economic ties and contribute to sustainable energy development across the continent.
