Chevron, TotalEnergies back oil and gas negotiation training for Namibian officials

Chevron and TotalEnergies have supported training aimed at strengthening the Namibian government’s capacity to negotiate international oil and gas contracts.

The International Oil and Gas Contracts and Negotiations Core Course, facilitated by the Association of International Energy Negotiators (AIEN), brought together officials from key government ministries, agencies and state-owned entities involved in the petroleum sector.

Participants included senior officials from the Upstream Petroleum Unit, including its Head, Deputy Head and Acting Petroleum Commissioner, as well as representatives from the Ministry of Industries, Mines and Energy and the National Petroleum Corporation of Namibia (NAMCOR).

Officials from the Office of the Attorney-General, Ministry of Finance, Ministry of Environment, Ministry of Works and Transport, Bank of Namibia, Namibia Revenue Agency (NamRA) and Petroleum Training and Education Fund (PETROFUND) also participated.

The programme focused on key areas involved in negotiating and administering petroleum agreements, including granting instruments, stabilisation provisions, sovereign immunity and Joint Operating Agreements.

The training also covered natural gas and liquefied natural gas (LNG) sales and purchase agreements.

The initiative comes as Namibia strengthens its institutional and technical capacity to negotiate and manage petroleum agreements following a series of offshore oil discoveries and increased exploration activity.
